The department accepted all the review’s findings and developed a response plan, including 63 actions.

The department and the division have been reporting progress on a quarterly basis.
One of the actions from the 2023 Russell Review was to do an independent two-year review of progress.
The two-year review of progress towards positive culture change at the Australian Antarctic Division (AAD) is due to start this year.
Expeditioners and staff will be invited to contribute their views on how the experience of working at the AAD has changed over the last two years.
The two-year review will be done by independent organisational culture and change specialist Leigh Russell who also did the 2023 Independent Review of Workplace Culture and Change at the AAD.
It will seek input from a broad cross section of staff including AAD and departmental staff across all genders, ages, length of service, expeditioners and head office staff, and staff members who were part of the AAD before the 2022 Russell Review and those who have joined more recently.
The review will assess the effectiveness of the Department’s response to the initial review that included 63 actions to bring about cultural change and make AAD workplaces safe.
The terms of reference focus on:
- What has changed – shifts in culture since the first Russell Review began in October 2022;
- How people are feeling – experiences of psychological safety, inclusion, trust and dignity; and
- Embedding change – the effectiveness of organisational processes and systems to support and sustain positive culture.
More information about the review will be published later.
